Preparation: 15 min · Cooking: 28 min · Total: 48 min · 2 servings
Ingredients
- 240 ml dry short-grain rice, volume before rinsing
- raw firm white-fish fillets — 2
- 1 tsp ground cumin
- large raw onion, sliced — 1
- 1 tbsp concentrated tomato paste
- 360 ml initial hot water OR fish stock, choose one
- 2 tbsp vegetable oil
- salt, to taste
- black pepper, to taste
- extra boiling water or matching fish stock, only if needed (optional)
Instructions
Measure and prepare
Measure 240 ml rice dry, then rinse and drain according to its package. Use 2 raw firm white-fish fillets, not an inferred 500 g. Keep fish at ≤4°C while preparing other ingredients.

Prepare the ingredients
Slice the large raw onion. Heat all 2 tbsp oil over medium-high heat, controlling it as the onion browns, checking from 8 minutes, usually around 8–10 minutes. Aim for deep golden mahogany brown, not black or burnt.

Build the base
Stir in 1 tbsp concentrated tomato paste, cumin, salt and pepper. Carefully add the 360 ml hot water OR fish stock, avoiding oil splashes, and bring to a controlled boil. Keep the onions in the pot.

Combine the components
Add the rinsed, drained rice and lay the raw fish on top in one layer. Cover with an ordinary fitting lid and immediately lower to a gentle simmer; this is not a pressure-cooker method.

Cook and check
Begin checks after 20 minutes. Rice must be tender without hard centres; fish independently must reach 63°C and be opaque and flaky. If rice dries before tender, add a little conditional boiling water or matching stock and continue gently.

Finish carefully
If fish finishes first, remove it only once fully cooked and hold at ≥60°C while finishing the rice. Never set aside partly cooked fish for later. Do not strain out onions or introduce separately fried fish for larger batches.

Check before serving
For 8 servings use 960 ml dry rice, 1440 ml initial liquid, 4 raw onions, 4 tbsp paste, 4 tsp cumin, 8 tbsp oil and 8 fillets. Use equivalent pots and check rice and fish separately, rather than multiplying time by 4.

Serve and store
Serve hot in 2 portions. Refrigerate rice and fish in shallow portions within 1 hour at ≤4°C; use within 24 hours and reheat at most once to 74°C throughout.

Tips
- Instructions describe the original 2-serving batch. Scale the ingredient list to 1 or 8 servings: exactly half or fourfold. One cup is 240 ml, one tbsp 15 ml and one tsp 5 ml. Dry volumes are not gram weights. Use equivalent vessels/batches; cooking times are checks, not linear scaling rules.
Common mistakes
- Do not add unlisted ingredients or use the timer alone as a doneness test.
Substitutions
- Use only the listed alternatives and ingredient states; check product directions and allergens.
Storage
Refrigerate promptly within 1 hour in shallow portions at ≤4°C. Use within 24 hours from preparation, including chilling. These are selected conservative household limits, not a validated shelf life.
Reheating
Reheat leftovers at most once to 74°C throughout, then serve immediately. Keep unused portions refrigerated.
