- green bell pepper — 1
- garlic cloves — 4
- 1 tbsp ground cumin

Keep fish cold
Use food-sourced, already-cleaned mackerel kept at ≤4°C until cooking. Check the fish without rinsing under the tap, then pat dry with disposable paper. Keep raw fish and juices separate from vegetables and ready-to-eat food.

Prepare oven and vegetables
Preheat the oven to 200°C. Wash the onion, tomato and green pepper before trimming; peel the onion and slice all three thinly. Spread them over a suitable baking tray.

Mix lemon marinade
Mix 4 minced garlic cloves with the juice of 2 lemons, 1 tbsp cumin and 1 tbsp olive oil. Add salt and black pepper to taste. The lemon juice is from counted fruit, not a promised millilitre yield.

Arrange the fish
Rub the marinade inside and outside the fish. Lay the 2 fish flat in one layer over the vegetables. Pour remaining marinade into the tray before cooking; never reserve raw-fish marinade to pour over cooked food. Refrigerate if cooking is delayed.

Bake and begin checking
Bake at 200°C and begin checking after 25 minutes; the source estimate is 25–30 minutes. Larger or thicker fish may need longer. Use equivalent trays in a single layer for eight portions, not a deep stack.

Check baked mackerel: 1500 seconds
Probe thick flesh
Probe thick flesh away from bones in each fish. Continue until it reaches 63°C, is opaque and separates easily with a fork. Flaking and the timer alone do not replace the temperature check.

Serve without raw marinade
Serve the 2 fish and cooked vegetables hot using clean utensils. Maintain the cold chain before cooking: histamine formed in mishandled mackerel is not removed by lemon, washing, cooking or freezing. Discard suspect fish rather than attempting to rescue it.

Chill leftovers promptly
Divide leftovers into shallow portions and refrigerate within one hour at ≤4°C. Use within 24 hours and reheat at most once to 74°C throughout. These conservative limits do not make previously mishandled fish safe.

Tips
- Instruction quantities describe the original two-serving batch. Ingredient controls scale the list to one or eight servings. One cup is 240 ml; tablespoon 15 ml and teaspoon 5 ml. Volumes are not gram weights. Use equivalent vessels/batches when scaling.
Common mistakes
- Do not add inherited draft ingredients or treat appearance and fixed times as the only cooking checks.
Substitutions
- Use the listed ingredient states and alternatives. Check product directions and allergens; unlisted replacements may change handling and storage.
Storage
Refrigerate promptly within one hour in shallow portions at ≤4°C. Use within 24 hours from preparation, including setting/chilling. These are conservative household limits, not a validated shelf life.
Reheating
Reheat at most once to 74°C throughout. Reheating cannot rescue food that was stored improperly.
