Caramel-sweetened saffron rice with Bezar-seasoned pan-fried fish.

Preparation: 25 min · Cooking: 40 min · Total: 1 hr 5 min · 4 servings
Ingredients
- 500 g fresh white fish fillets — Keep raw fish refrigerated until needed. Do not rinse raw fish; avoid splashes and cross-contamination. Clean hands, tools and surfaces after raw-fish contact.
- 600 g dry basmati rice — Weigh dry; rinse and soak as directed by the package, then drain.
- 1 pinch saffron threads
- 1.5 tbsp Emirati Bezar spice blend — Two thirds for fish, one third for rice: base 1 + 0.5 tbsp; fourfold 4 + 2 tbsp.
- 1000 ml fresh cooking water
- 30 ml warm water for saffron infusion — Additional to the rice water: total measured liquid 1030 ml, or 4120 ml at fourfold yield.
- 60 g sugar for caramel
- 1 tsp ground turmeric — Divide equally between fish and rice.
- 2 tbsp ghee — All for frying the fish.
- 1.5 tsp salt, to taste — Two thirds for fish and one third for rice; adjust to taste.
Instructions
Prepare rice and saffron
Rinse the weighed dry rice and soak according to its package, then drain thoroughly. Infuse the saffron in its separate measured warm water until coloured. Keep raw fish refrigerated.
Season the fish
Rub the fish with two thirds of the Bezar, half the turmeric and two thirds of the salt. For the base batch these are 1 tbsp, 0.5 tsp and 1 tsp respectively. Refrigerate until frying.
Make the caramel water
Melt the sugar in a deep dry pot over medium heat until deep amber, not burnt. Remove from heat. Carefully add the measured hot rice water little by little, keeping face and hands away from steam and splashes. Return to heat and stir until dissolved.
Start the sweet rice
Stir the remaining third of Bezar, half of turmeric and third of salt into the caramel water. Bring to a boil. Add the drained rice and cook over high heat until liquid drops below the rice surface.
Steam the saffron rice
Pour the saffron infusion over the rice. Cover with a snug ordinary lid, not a pressure seal, and steam on the lowest heat for about 20 minutes. Check that the grains are tender; continue gently if needed.
Check steamed rice: 1200 seconds
Pan-fry the fish
While the rice steams, heat all the ghee in a pan over medium-high heat. Fry the seasoned fish about 4–6 minutes per side, turning carefully. Thickness and pan size change the time; do not crowd the pan.
Verify fish and rice separately
Check the thickest part of each fish piece, away from bone, with a food thermometer: it must reach 63°C (145°F). Flesh should be opaque and flake easily. Verify rice tenderness separately before serving.
Serve and chill leftovers promptly
Serve the fish over the hot saffron rice. Divide leftovers into shallow containers and refrigerate promptly within 1 hour at or below 4°C. Use within 24 hours.
Tips
- Ingredient amounts follow the selected yield; numeric examples in the method describe the base batch. Use a suitably sized pot or separate comparable pans for larger batches. Timers are readiness-check reminders, not safety guarantees, and do not multiply with portions.
Common mistakes
- Do not treat the stated time as proof of doneness; check the texture and any required thermometer reading.
Substitutions
- Use the stated fresh white-fish master; choose the species in line with local fish-consumption advice. Do not substitute salt-cured fish without a separate desalting method.
Storage
Divide leftovers into shallow containers and refrigerate promptly within 1 hour at or below 4°C. Use within 24 hours.
Reheating
Reheat only the portion needed, at most once, to 74°C throughout, including solid centres. Stir and check several places with a food thermometer. Discard reheated leftovers; reheating cannot repair improper storage.
